What is the issue?
The current rule artificially constrains options for Applicants without any clear reason and is restrictive for CMUs where the sum of unit CECs exceeds station CEC.
Under this proposal, SCEC can be determined from either the sum of each Generating Unit’s CEC as it is now or station CEC.
This will allow CMUs which have unit CECs that collectively sum to more than station CEC another option to reflect the connection capacity of their CMUs.
Rule 3.5.1A, which was introduced in 2023. will ensure that whichever option is used, CM connection capacity cannot exceed TEC or MEC.
What is the proposed solution?
Rule 3.5.5 is changed such that SCEC is defined as either station CEC or sum of units CECs.
To ensure equitable treatment for Distribution CMUs, a similar change is proposed for Distribution CMUs (SCEC can be the registered capacity of the power station side or sum of registered capacities of individual units that comprise that power station). The proposer is happy to not include this second part if this presents problems for Distribution CMUs.
